Under the supervision of the General Counsel or designee, the Chief Compliance Officer is responsible for overseeing the Compliance, Ethics and Risk Management functions for the College as well as managing special projects and initiatives, as directed. Supervisory Role Oral and written instructions are received the General Counsel or designee. The Chief Compliance may supervise administrative, professional and support staff, and student workers. Duties & Responsibilities 1. Oversee and manage the College’s compliance functions, to ensure that the Board of Trustees, President, management and employees are in compliance with the rules and regulations of governing agencies, College policies / procedures are being adhered to and the behavior in the institution meets standards of conduct. 2. Direct, execute and manage the day-to-day responsibilities associated with the College’s compliance with all applicable federal and state laws and regulations, College regulations, Board policies and bylaws throughout community. 3. Formulate, implement, communicate and execute Compliance strategies, goals, and objectives; as well as, leading a strategic vision that effectively manages and mitigates risk. 4. Assess, evaluate and implement the improvement of the College’s Compliance practices through systematic and ongoing risk assessment, in coordination with senior management and other administrators throughout the College. 5. Prepare and report to the College President, and Cabinet regarding compliance, ethics, risk management. 6. Maintain professional growth and development through seminars, workshops and professional affiliations to keep abreast of latest developments in higher education law, compliance and other related areas. 7. Advise College personnel on exposure and risk by conducting research and analysis and monitoring current and developing legal compliance matters and trends to anticipate and identify potential issues and assist with developing solutions. 8. Develop presentations, training materials and conduct trainings and workshops for the College community on legal compliance issues of relevance. 9. Oversee and handle OPRA requests, College Insurances, SafeCollege’s system and Regulations update. 10. Manage projects and initiatives of the Office of General Counsel and / or the College, as directed. 11. Assist with investigations related to Title IX / Section 504 and other personnel grievances. 12. Adhere to strict confidentiality at all times and maintain security of staff, student and departmental records, as appropriate. 13. Prepare routine, special and ancillary reports as required. 14. Attend Board meetings as deemed appropriate by the President or General Counsel. 15. Perform other related duties as requested by the President or the General Counsel. Bend, twist, climb, push, pull, and lift. Additional Requirements Minimum Qualifications Experience (number of years), Knowledge and / or Abilities 1. Master’s Degree in a related field 2. Demonstrated knowledge of the administration, policies, procedures, regulations especially in higher education. 3. Demonstrate a good understanding of Title IX. 4. Experience with managerial and supervisory responsibilities within an office setting. 5. Experience drafting policies, procedures, bylaws, and legal compliance documents. 6. Demonstrated ability to develop and deliver presentations. 7. Excellent negotiation and interpersonal skills. 8. Ability to communicate effectively, orally and in writing. 9. Ability to work in a multi-cultural environment. Education Requirements Master’s Degree Licenses and Certifications (including e.g., CPR, first aid, driver’s license, etc.) Preferred Qualifications Experience (number of years), Knowledge and / or Abilities 1. Doctorate of Jurisprudence degree from an accredited law school. 2. Admitted to practice law in the State of New Jersey (NJ). 3. Five to seven years of experience in law, preferably in education or higher education law. 4. Demonstrated knowledge of legislative statues which affect the rights and responsibilities of higher education institutions, preferably at the community college level. 5. Demonstrated knowledge of current and developing legal compliance issues and trends in higher education, preferably at the community college level.
