Job Description

Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Rising Scholars, Success Centers, GPS Centers, and BLOOM training. Under direction, the Executive Director, Human Resources is responsible for the coordination and administration of all processes and functions within the human resources. Direct, manage, supervise, and coordinate the daily activities and operations of the human resources department, equal employment opportunity compliance and administration, employee health and welfare programs, employee relations, risk management, workers’ compensation, property and liability loss control, ADA compliance. Serves as the District Title IX Coordinator.Responsibilities Advise management and supervisory staff in the administration of the collective bargaining agreements between the District and the exclusive representatives of the respective employee bargaining units. Supervise and evaluate the performance of assigned personnel; coordinate work assignments and review work to assure compliance with established standards, requirements and procedures. Responsible for the development, implementation, maintenance and administration of the Districts’ equal employment opportunity plan/program. Ensure compliance with laws, regulations, and governmental mandates for state and federal reporting. Collaborate and consult with general counsel for advice, guidance, and direction on legal and District matters. Recommend and/or conduct investigations for complaints of sexual harassment, discrimination, and other related personnel matters. Provide leadership and support for Title IX including timely and thorough investigation and resolution of complaints. Serve as the District’s designated Title IX Coordinator, ensuring District compliance efforts relating to sex/gender discrimination, sexual harassment, sexual assault, and/or other sexual misconduct, stalking, dating, and domestic violence. Oversee and implement diversity efforts and processes District-wide, including facilitating the District’s EEO plan. Oversee and provide guidance regarding programs and activities of recruitment for all personnel in accordance with District EEO plan. Manage the District’s accommodation process in compliance with the ADA for students and employees. Oversee workers’ compensation program to ensure compliance with policies and procedures. Implement and oversee the property and liability program; implement and oversee the legal aspects of contracts with outside organizations and vendors; research and analyze data in areas of risk management; recommend and implement methods to reduce, eliminate or transfer potential losses and risks. Develop, recommend, and administer policies, procedures, and programs relating to human resources and risk management. Coordinate and participate in the selection of outside vendors and organizations which provide related services to the College; recommend appropriate insurance coverage for assumption of various risks. Meet with employee groups, insurance carriers, and others to obtain and impart information relating to risk management, employee benefits, workers’ compensation, and student insurance. Direct the recruitment, screening, and selection of all new employees. Develop and manage program budgets. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned areas and programs. Oversee the development and maintenance of the integrated human resource database for gathering and maintaining personnel data. Through continued study and participation in professional organizations, maintain an understanding of current strategies, ideas and practices related to the areas of responsibility. MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a minimum of a bachelor's degree or equivalent; and Four (4) years of increasingly responsible supervisory experience in human resources at a community college or comparable setting; and Demonstrated evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds in a community college environment. Knowledge of: The day-to-day activities within the departments of human resources, equal employment opportunity, and risk management; Current principles and practices of human resources, equal employment opportunity, and risk management; Effective recruitment and selection processes and procedures; Labor relations and negotiations with bargaining units; Employee evaluation process; Employee relations and current labor laws; The maintenance of an integrated human resources computer information system; Loss control principles and techniques; Regulations relating to school District liability, property, and employee and student safety; State and federal laws as they relate to the areas of human resources and risk management. Thorough knowledge and ability to interpret and apply bargaining unit agreements. Ability to:Plan, organize, supervise, direct, and participate in the daily operation of the department of human resources; Make recommendations to the Associate Superintendent, Business Services and Economic Development and/or Superintendent/President regarding employee discipline and other legal matters; Serve as a management representative on labor relations committees. Coordinate an effective risk management and loss prevention program; Coordinate, interpret, and apply recommendations from legal counsel on matters that relate to employment and/or liability issues; Conduct investigations as they relate to personnel matter and/or complaints; Interpret, apply and enforce applicable regulations, policies, and procedures; Understand and apply sound principles in the application of District policies; Recommend and implement improvements in department operations and changes in policies and procedures as needed; Prepare and present clear, concise and comprehensive oral and written reports; Direct, train, and supervise, the daily functions of a human resources, equal employment opportunity, and risk management office; Communicate effectively with a diverse student and staff population. CONDITIONS OF EMPLOYMENT

This is a full-time, 12-month position; Level II, Range 32 of the Management Personnel Plan with a monthly salary of $14,531. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.
